대한육견협회 20일 성명에 대한 <케어>의 논평 > 공지사항

- 개고기사업은 부도덕한 동물학대다 -

개고기사업에 대해 한국 사회는 오랫동안 숙고해 왔고 그 이성적 결론이 다음과 같음은 누구도 부인할 수 없다.

“개고기사업은 매우 부도덕하고 따라서 금지되어야 한다. 금지의 방식은 법률적 강제여야 한다. 개고기사업의 해악은 수많은 동물의 고통이기 때문이며, 수십년간 하지 마라고 말로 해서 안 들은 집단이 엄연히 존재하고 앞으로도 존재할 것이기 때문이다.”

대한육견협회는 20일 말 같지도 않은 소리를 성명이랍시고 뿌려댔다. 대한육견협회는 개고기사업을 금지하고자 하는 시도에 대해 “이런 식이라면 불교를 싫어하는 사람들이 많으면 불교를 없애도 되고, 기독교를 싫어하는 사람들이 많으면 기독교를 없애도 된다”고 하였다. 개고기사업을 금지하고자 하는 것은 그것이 싫어서가 아니다. 개고기 사업에 대해 좋은 감정을 가지는 사람들이 많다고 해도 그것은 금지되어야 한다. 그것은 동물학대자에게 고통을 가하는 것이 많은 사람을 위로한다고 해도 부도덕하기 때문에 금지되어야 하는 것과 같다.

지난 2020년 중국 정부의 말처럼 ”개는 인류 문명의 진보와 동물 보호에 대한 대중의 관심과 선호에 따라 전통 가축으로부터 특화되어 ‘반려동물'이 되었다.“ 개라는 동물이 인간이 자원을 얻기 위해 기르는 전통 가축에서 벗어나 반려성을 획득하였음은 개를 기르고 안 기르고, 개를 좋아하고 싫어하고와 무관한 하나의 사실이다. 인류 보편에게 있어서 이것은 명백한 객관적 사실이다. 개는 잠재적으로 특수한 형태의 가족이고 잠재적 가족을 먹기 위해 죽인다는 것은 매우 심각한 반사회적 행위이다.

대한육견협회는 개가 반려동물이라는 사실에 대해, 식용견과 반려견은 다르다는 헛소리로 피해가려 한다. 그들이 말하는 식용견은 덩치가 크고 온순한 성격을 가진 개 외의 다른 것이 아니다. 개농장 개를 많이 구조해 본 사람의 눈에 개농장주들은 전문 브리더다. 하나의 개체에 덩치 크고, 건강하며, 온순한 세 가지 속성 각각을 극대화한 재주가 놀랍기만 하다. 건강하고 온순한 것은 반려하기 좋은 조건이며 덩치는 필요공간크기의 문제를 상쇄해 줄 귀여움의 크기다.

개고기사업은 부도덕한 반사회적 행위일 뿐 아니라 그 피해가 많은 사람의 불쾌감에 머무르는 것이 아니라 무엇보다 사람과 똑같이 고통을 느끼는 동물들에게 고통을 가하고 자유를 극단적으로 제한하며 고통사를 유발하는 것이다. 이것은 더 이상 금지가 지체될 수 없는 사태이다. 그리고 말로는 이것이 금지되지 않을 것임은 너무나 명백하다. 대한육견협회가 계속 할 것이라고 저렇게 공공연히 떠들고 있지 않은가?

많이 줄었다고 해도 여전히 매년 수십만 마리의 개들이 고통스럽게 도살되고 있다. 매년 잠재적 가족 수십만명이 고통사를 겪고 있는 것이다. 개고기사업은 법률적 강제에 의해 즉시 금지되어야 한다.

대한육견협회는 개고기사업 금지의 대가로 사업자 당 수십억원의 보상을 해야 한다고 흰소리를 늘어놓고 있다. 현행법으로도 불법으로 점철된 개고기사업에 대해 보상이 가당치도 않은 소리지만 그들이 그런 소리를 하려면 그 근거로서 지금까지 얼마만큼의 소득을 올렸는지 밝혀야 한다. 이번 기회에 개고기사업자에 대한 세무조사를 철저히 하여 그 추징된 돈으로 개농장 구조견들의 치료비라도 사용해야겠다.

전 대통령 퇴임기부터 지금까지 대한육견협회를 비롯해 사업자들의 협회와 몇몇 정부기관, 극소수 동물단체가 사회적 합의를 한답시고 개식용종식을 위한 위원회니 뭐니하면서 개학살의 시간만 연장시켜 왔다. 애초에 정부는 현행법을 충실히 집행하면 되는 것이고 동물단체는 그렇게 하도록 현장을 조사하고 민원을 넣으면 되는 것이었다. 여하튼, ’사회적‘ 합의를 한다고 하면서 그 내용은 비밀에 붙여졌다. 개고기사업 실태조사를 했다고 하는데 그 내용조차 공개되지 않았다. 무슨 놈의 사회적 합의를 몇몇 기관과 단체가 밀실에서 한단 말인가?

케어와 와치독은 이 부도덕한 사업을 없애기 위해 개고기사업의 실상을 폭로하고 개농장의 불법행위를 적발하여 민원을 넣는 활동을 지속해 왔다. 이제 이 사업의 숨통을 끊어야 할 때가 되었다. 케어는 곧 개고기사업을 종식할 입법청원을 제출할 것이다. 합리적인 개고기사업 종식 방안이 무엇인지 드러낼 것이다. 기대하시라.

개고기사업 철폐에 앞장서 온 <케어>

<CARE> Responds to the Korean Dog Meat Association's April 20th Statement 

On April 20th, the Korean Dog Meat Association issued an absurd statement, comparing efforts to prohibit the dog meat industry to abolishing religions like Buddhism or Christianity based on mere dislike. However, the rationale for prohibiting the dog meat industry goes beyond mere distaste; it must be banned due to its inherent immorality. Even if many people hold positive feelings about the business, it still must be banned. This is akin to prohibiting harm to animal abusers, even if doing so brings enormous joy to many.

In 2020, the Chinese government transitioned the status of dogs from livestock to companion animals, stating, “[A]long with the progress of human civilization and the public concern and love for animal protection, dogs have been ‘specialized’ to become companion animals, and internationally are not considered to be livestock.” This is a universal, objective reality that transcends individual preferences for dogs. Throughout history, dogs have evolved into potential family members for humans, and killing them for consumption must be regarded as a deeply antisocial crime.

The repercussions of this antisocial behavior extend beyond causing human discomfort. It not only significantly restricts the innate freedom of these animals but also imposes extreme suffering upon them, as they are capable of experiencing pain like us. Though the number is declining, hundreds of thousands of dogs still face brutal slaughter annually, meaning our potential family members endure agonizing deaths every year. Therefore, the dog meat industry must be eradicated through legal enforcement.

The Korean Dog Meat Association demands compensation of billions of won per business owner in exchange for the industry's ban. Firstly, compensating an industry plagued with illegality under current laws is implausible. Secondly, any such claim requires disclosing the specific income earned thus far. A thorough tax investigation of dog meat business owners would be advantageous, with collected funds allocated for the medical expenses of rescued farm dogs.

Since the former president's retirement, associations related to the dog meat industry (such as the Korean Dog Meat Association), government agencies, and a few animal organizations have formed a committee to end dog consumption, claiming the need for social consensus. However, this has merely extended the dog slaughter timeline. Despite their claim of "social consensus," the actual content remained confidential. They professed to have thoroughly investigated the dog meat industry, but those findings were also undisclosed. How can a genuine social consensus be secretly conducted by just a handful of groups?

CARE and Watchdog have made efforts to eradicate the dog meat industry by consistently unveiling its harsh realities and reporting its illegal activities. Now the time has come to end this monstrous business. CARE will soon submit a legislative petition to abolish the dog meat industry, revealing a rational plan for its cessation.
