학대자보다 더 나쁜 사람들 -경산시청은 복순이를 방치했다. 복순이는 심한 탈수 상태 > 조사 & 구조활동

 

생각했던 것보다 복순이는 더 위험한 상태였습니다.
케어 지역 활동가들은 복순이를 데리고 나온 후 대구의 큰 병원으로 가서 정밀 검사를 진행했습니다. 그런데 복순이는 뼈만 앙상해지도록 마른 것뿐 아니라 심각한 탈수상태라는 것이었습니다.
여러분도 사진을 보시면 느끼실 수 있겠지만 복순이의 안구는 다른 건강한 개들과 달리 약간 함몰된 느낌이 들 것입니다. 심한 탈수상태기 때문에 그렇다는 것입니다.

복순이의 격리조치 과정이 매우 부적절한 것은 우리가 직접 겪은 바지만 복순이의 건강 상태 또한 그것을 입증하기에 충분한 것입니다. 경산시청은 학대자보다 못 한 관리를 한 것입니다.

당초 경산시청은 격리 초기에 복순이를 보호소로 데리고 갔습니다. 그리고 케어는 복순이 주인을 직접 만나 소유권을 포기 받았습니다. 그런데 이후 몇몇 사람들이 보호소가 거절하는 데도 불구하고 복순이를 보고 사진을 찍겠다고 찾아갔고 이후 경산시청은 보호소가 더 넓은 공간인데도 불구하고 갑자기 복순이 보호장소를 훨씬 열악한 모 동물병원으로 옮깁니다. 그런데 D씨의 sns 를 보면 자신이 경산시청에 요구하여 병원으로 옮기도록 했다고 당초 주장한 기록이 있습니다. 병원으로 옮겨서 치료 및 입원비등을 과도하게 발생토록 요구했다는 것입니다. 치료비 때문에 학대자가 소유권을 포기하도록 하라는 것입니다.

이미 학대자가 소유권을 포기한 마당에 왜 그런 요구가 필요했을까요. 또한 그 병원이 D씨가 요구하여 옮긴 병원인지는 모르겠으나 실제 D 씨와 일행들은 복순이가 있는 병원까지 알고 나타나서 다시 또 사진을 찍으려고 오랜 시간 밖에서 대기하는 이해할 수 없는 행동을 하기도 했습니다. 그런데 옮긴 병원은 대동물을 진료하는 병원으로, 원장 혼자 있고 대동물 진료 출장을 자주 나가고 있어서 병원 문은 빈번하게 닫혀 있기 일쑤였고 주말에는 영업을 하지도 않았습니다. 복순이 관리가 어땠는지 굳이 보지 않아도 추측할 수 있을 것입니다. 케어는 경산시청이 복순이를 내어 주지 않는 상황에서 첫 번째 병원의 문제를 알고 난 후 두 번째 병원(보호소 병원) 으로 옮기라며 경산시청에 항의하였고 며칠 후 복순이를 데리고 나오게 되었습니다.

현재 복순이는 항체가 하나도 없었습니다. 복순이를 치료중인 3번째 병원의 수의사의 말에 따르면 조금만 더 구조가 지체되었다면 생사를 보장할 수 없었다고 합니다. 혈액 검사 결과, 매우 나쁘며 혈변까지 보고 있었습니다.

첫 번째 복순이가 있던 병원은 아직까지도 진료내역을 주지 않고 있습니다. 혈액검사도 했다고 주장, 건강했다고 말하고 있지만 결과지를 보여주지도 못하고 있습니다. 경북 수의사협회가 발급을 지시했음에도 불구하고 발급해 줄 의무가 없다고 주장하며 복순이의 치료내역을 전혀 보여주지 못하고 있습니다.

매우 빠르게 복순이의 포기각서를 받고 학대자로부터 구조하였음에도 불구하고 경산시청의 부적절한 태도로 인해 시간이 지연되며 복순이는 감금된 채 위험에 빠질 뻔 했습니다. 복순이는 현재 경북지역에서 임시보호 중이며 금 주 내로 RUN에 올 예정입니다.

복순이 전주인은 상해가 남는 정도는 아니지만 복순이를 괴롭혔습니다. 무지에 의한 학대도 동물학대입니다. 그러나 동물학대가 무엇인지 아는 사람들의 그것은 동물학대 그 이상입니다. 
복순이 구조를 방해한 사람들, 또 그 사람들의 요구에 따라 복순이를 감금만 하고 방치한 경산시청은 학대자보다 더 나빴습니다.

케어는 학대자에게 돈을 주고 구조하지 않지만 전례가 없는 구조 방해와 경산시청의 부적절한 대응 (포기각서를 인정하지 않고 학대자에게 돌려주려는 경산시청의 태도) 으로 복순이 건강이 심각히 나빠지고 있다고 판단, 학대자에게 돈을 주면서까지 경산시청에 학대자를 데리고 간 후 경산시청이 더 이상 회피하지 못하도록 한 다음, 구조해 데리고 나올 수밖에 없었습니다.
 

복순이는 그동안 얼마나 많은 반복된 낙서와 그것을 지우는 괴롭힘을 당한 것인지. 복순이 몸에 묻은 낙서를 벗기려 하자 벌벌 떨며 기피하고 배설까지 하는 행동을 하여 그만두었고 자연스럽게 떨어지도록, 벗겨내지 않기로 했습니다.

CARE activists recently reclaimed Boksoon and transported her to a large animal hospital in Daegu for a thorough examination. Boksoon's condition was more dire than initially anticipated, as she was not only emaciated but also severely dehydrated.

Much of Boksoon's plight can be attributed to the negligence of Gyeongsan City Hall, which failed to provide adequate care, compounding her suffering beyond the abuse she had already endured. When Boksoon was removed from her owner, Gyeongsan City Hall took her to a shelter. During this time, CARE met directly with Boksoon's owner and obtained a surrender of ownership. However, Gyeongsan City Hall inexplicably transferred Boksoon to a substandard animal hospital instead of the more spacious and superior shelter. An individual, referred to as "D," claimed on social media that she had requested the move to the hospital. Accordingly, her intention was to force the abuser into relinquishing ownership by causing treatment and hospitalization costs to become exorbitant.

The necessity of such a request is unclear since the abuser had already surrendered ownership. While it is uncertain whether the hospital was the one requested by D, she did manage to discover its location and attempted to photograph Boksoon, waiting outside for a long time. This animal hospital specialized in treating large animals, and its sole veterinarian frequently left for off-site consultations. Boksoon's care in such an environment can only be imagined. Ultimately, Boksoon was transferred to a second hospital only after CARE persistently protested to Gyeongsan City Hall.

At present, Boksoon has no antibodies in her system. According to the veterinarian at the third hospital where she is currently being treated, her survival could not have been guaranteed if her rescue had been delayed any further. Blood test results indicate her health is in extremely poor condition; she even had bloody stools. Conversely, the first hospital continues to withhold her medical records. They assert that Boksoon was healthy and had undergone blood tests but refuse to disclose the results. Despite a directive from the Gyeongbuk Veterinary Association, the hospital denies any obligation to release the records and refuses to reveal Boksoon's treatment history.

Boksoon's health deteriorated due to Gyeongsan City Hall's continuous maladministration, which caused delays even though CARE had swiftly secured the letter of ownership relinquishment from the abuser and rescued her. CARE does not typically pay abusers for rescue, but owing to the unprecedented obstruction, including D's actions, and Gyeongsan City Hall's improper response (not approving the letter of ownership relinquishment and returning Boksoon to the abuser), the rescue process was continuously delayed. Consequently, we opted to pay the abuser and escort him to Gyeongsan City Hall to pressure them into facilitating Boksoon's rescue. Boksoon is currently in temporary foster care in the Gyeongbuk region and is expected to be transferred to RUN within this week.

Throughout her ordeal, Boksoon suffered from repeated graffiti on her body and the torment of having it removed. When attempting to remove the graffiti from Boksoon's body, she even defecated out of extreme fear. CARE has decided not to forcibly remove the graffiti, opting instead to allow it to fall off naturally.
