반려동물 무허가 판매 최대 징역 2년 > 동물 뉴스

양평 집단 개 살해 사건이 단순히 가학적 사건이 아닌, 번식업이라는 거대한 산업 구조 속에서 벌어진 것이라는 점을 케어가 우리 사회에 폭로, 고발한 이후에 관련 법과 제도들이 변화하기 시작했습니다. 판매업소는 기존 등록제에서 허가제로 바뀌며 무허가 판매업소는 이제 최대 2년의 징역에 처할 수 있습니다. 이번 양평 사건처럼 번식자들이 동물을 유기하거나 폐기할 목적으로 거래하지 못하지만 이에 기존의 행정처분은 영업정지에 그친 반면, 이제부터는 위반 시에 벌금 및 과태료가 부과될 수 있습니다. 그러나 번식장들은 영리 목적으로 동물을 사육, 번식하는 곳이므로 상업적 가치가 없는 동물들을 무한정 데리고 있을 이유가 없습니다. 이 동물들의 유기나 거래를 막는 것은 당연히 필요하지만 보다 인도적인 대안을 우리 사회가 마련하지 않을 경우, 동물은 그곳에서 그대로 고통사 될 것입니다. 또한, 번식 및 판매업소에 대한 강한 규제도 필요하지만 근본적으로는 번식산업이 금지되어야 기하급수적으로 늘어나는 무분별한 반려인구로 인한 다양한 동물학대 발생과 잉여동물 폐기 등의 잔혹한 문제들이 근절될 것입니다. 아울러 경기도 민생사법경찰단은 양평사건 직후, 개도살장과 번식장들의 동물학대에 대해 대대적인 수사에 착수하였고 사법경찰단 13개팀, 110명이 투입되었습니다. 케어는 레몬프리프로젝트를 번식산업이 대한민국에서 영구히 폐지될 때까지 가동할 것입니다. 다 함께 레몬프리를 기억해 주시고, 아직 서명 안 하신 분들은 동참해 주시기 바랍니다. 레몬프리 (번식업폐지를 위한 20만 서명) https://campaigns.do/campaigns/894?fb...

CARE has persistently exposed the reality that the Yangpyeong dog massacre is not a mere act of individual cruelty, but an event transpiring within the vast structure of the breeding industry. Consequently, laws and regulations concerning this issue have begun to transform. Animal sales businesses have shifted from a registration to a permit system, and unlicensed establishments now face up to two years in prison.

Henceforth, should breeders engage in the trading of animals for abandonment or disposal, as demonstrated in the Yangpyeong case, they may face not only suspension of operations but also fines and penalties. 

However, commercial breeding farms have no reason to maintain animals lacking commercial value. Preventing abandonment or trade of these animals is essential, but without viable societal alternatives, these animals may continue to suffer and be killed in such facilities. Furthermore, while stricter regulations on breeding and animal sales businesses are indeed welcome, ultimately, the entire breeding industry must be eradicated. Only then can we fundamentally eliminate the numerous cruel issues stemming from animal abuse and the disposal of surplus animals.

Following the Yangpyeong incident, the Gyeonggi-do Livelihood Police Division launched an extensive investigation into animal abuse at dog slaughterhouses and breeding farms, mobilizing 13 teams of 110 judicial police officers.
