개고기사업을 끝내기 위해 동물단체는 무엇을 해야 하나 > 공지사항

얼마 전 양평 개 추모제가 서울 보신각 종 앞에서 열렸습니다. 동물운동의 관점에서 그 위령제가 가지는 의의 중 하나는 몇 년 만에 동물단체들의 유의미한 집합이 이루어진 것입니다. 

흔히 동물단체라고 불리는 집단들 사이에는 매우 큰 대립이 존재합니다. 집합으로서의 동물에 초점을 맞출 것인가 개체로서의 동물에 초점을 맞출 것인가, 이성도덕에 근거할 것인가 관습도덕에 근거할 것인가, 생명유무의 차원과 고통정도의 차원과 자유정도의 차원 중 어디에 주된 활동을 둘 것인가, 기본적으로 사회와 국가를 수술의 대상으로 볼 것인가 협조의 대상으로 볼 것인가 등, 비록 암묵적이기는 하지만 많은 대립요소들이 존재하고 그것이 여러 사적 계기와 결합되면서 동물단체들 간에는 매우 큰 대립이 존재합니다.

사회운동의 역사에서 단체들 간 격렬한 대립은 흔히 보이는 일입니다. 기질, 지능, 경험이 다른 사람들이 거대하고 복잡한 사회구조를 다루려고 하니 불가피한 일입니다. 그런데 사회운동이 성공하려면 서로 치열하게 싸우면서도 공동의 적을 향해 같은 시간, 같은 장소에 집결하여야 합니다. 내가 뭘 했다라는 식의 장식이 아니라 실제로 동물을 위해 유의미한 변화를 이루어 내려면 다른 수가 없습니다. 이것을 거부한다면 동물단체라는 간판을 내려야 합니다. 

최근 몇 년간 동물법의 진전이 사실상 없었습니다. 동물단체들이 각자 자기 몸집 키우기만 하고 있었기 때문입니다. 양평 개 학살이 드러나면서 투쟁의 불씨가 살아나려고 합니다. 번식업에 대한 분노가 개고기사업에 대한 분노도 재점화시키고 있습니다. 이 불씨를 키워서 들불로 만들어야 합니다. 

권력자의 선의나, 시민의 여론으로 사회구조를 바꿀 수는 없습니다. 동물단체가 공동투쟁을 조직하는데 실패한다면 동물지옥은 끝없이 연장됩니다. 동물단체들은 번식업폐지와 개고기사업철폐를 위한 투쟁의 현장에 집결하여야 합니다. 

-동물권단체 케어-

A few days ago, a memorial service was held in Jongro, Seoul, to honor the 1,500 breeding dogs who lost their lives in Yangpyeong. One of the significant aspects of this memorial service was that various animal rights organizations gathered in one place for the first time in years.

Animal rights groups experience substantial internal conflicts. These stem from differing priorities and perspectives, such as whether to focus on animals as a collective or individuals, whether to base moral language on reason or tradition, whether to prioritize an animal's life, pain, or freedom in activism, or whether to view society and government as targets for transformation or partners for cooperation. Although not always apparent, these differences frequently lead to substantial disputes when intertwined with personal motivations.

Throughout social movement history, intense rivalries among groups have been common. For conflicts are inevitable when diverse individuals attempt to navigate complex social structures. Nevertheless, for a social movement to succeed, competing groups must unite against their shared adversary. Meaningful change for animals requires collaboration over self-promotion, and if an organization fails to adopt this cooperative approach, it must reconsider its position as a genuine animal rights organization.

In recent years, animal rights legislation has seen little progress, largely due to organizations concentrating on their own growth. However, the appalling dog massacre in Yangpyeong has reignited the struggle, fueling anger towards both the breeding industry and the dog meat trade. We must nurture this spark into a more substantial blaze.

Neither benevolent intentions from those in power nor public opinion alone can change societal structures. If animal rights organizations cannot establish a united front, the nightmare for animals will persist without end. Animal groups must rally together to eradicate the breeding industry and terminate the dog meat business.
