양평 집단 개 학살사건의 공동정범으로 송치된 32명의 번식업자들은 대부분 합법적인 번식업자들이었습니다. 케어는 이들을 모두 수사하도록 고발장을 냈고, 그들이 반복적으로 행한 경악할만한 만행들이 경찰의 이례적인 고강도 수사로 세상에 밝혀지게 되었습니다.

동물번식업자들이 번식능력이 떨어지거나, 아프거나, 팔리지 않는 개들을 구속된 학대자에게 한번에 20~30 명씩 각각 1만원에 팔아넘긴 것은 이미 다 밝혀진 사실입니다. 그런데 그 방식이 경찰의 수사로 구체적으로 드러난 것입니다. 이들은 소위 잉여동물이 20명 이상 쌓이면 싼값에 처리해주는 학대자에게 연락하여, 커다란 플라스틱 통이나 철장에 구겨 넣은 후 1톤 탑차에 무더기로 실어 수거해가도록 하였습니다. 증거를 남기지 않기 위해 주로 현금으로 지급했으며, 경기도 김포시, 남양주시뿐 아니라 인천 강화군까지 거래처를 늘렸습니다.

더운 여름 밀폐된 탑차에 실린 번식장 폐기동물들은 학대자의 폐가로 이동하는 2~3시간 이내에 대부분 질식해 도착하기 전에 숨이 끊어졌습니다. 3년이 넘도록 천 명이 넘는 개를 수거해오면서도 동네 사람들이 몰랐던 이유는 여름에는 이미 도착하기 전 죽어 있었기 때문도 있지만 많은 개들이 성대 수술이 되어 있는 번식장 개들이란 사실 때문입니다. 실제 이들은 수의사가 아님에도 불구하고 일명 ‘목따기수술’로 칭하는 성대제거수술까지 감행하였습니다. 양평 사건에서 마지막까지 살아남아 케어에 의해 구조된 ‘레몬’, ‘뽀미’, ‘우현’ 모두는 성대제거가 되어 있었습니다.

돈을 위해서라면 인간이 어디까지 잔인해질 수 있을까요? 이것이 바로 번식산업의 실체입니다.

양평 사건은 구속된 학대자가 법정 최고형을 받아 수감 되어 있지만 얼마 전 항소하였습니다. 죄를 반성하지 않는 것입니다. 번식업자들에 대한 기소 후 재판도 앞으로 열릴 것입니다.

The grim Yangpyeong dog massacre case implicates a group of 32 breeders, many of whom operated legally. Upon receiving a formal complaint from CARE, the police launched a thorough investigation that unveiled a series of appalling deeds committed by these breeders.

The breeders had sold dogs with declining fertility, health problems, or lack of commercial appeal, to the perpetrator. Each transaction typically involved 20-30 dogs, traded for just 10,000 won each. The mechanism of this operation was revealed in detail under the scrutiny of the police investigation. When their "surplus animals" exceeded 20, they contacted the perpetrator for cheap disposal. The animals, crammed into large containers or cages, were then loaded onto trucks and taken away. Transactions, conducted mainly in cash to avoid leaving any trace of evidence, spanned areas like Kimpo City, Namyangju City, and even Ganghwa County in Incheon.

In the sweltering summer, many of these ill-fated animals suffocated in the stifling confines of the transport trucks. Despite over a thousand dogs being collected this way over three years, the public remained oblivious, largely because many dogs had undergone vocal cord removal surgery. Lacking veterinary credentials, these breeders audaciously performed what is known as 'neck-cutting' surgery. Notably, the few survivors rescued by CARE, 'Lemon', 'Bbomi', and 'Woohyun', had all suffered this cruel procedure.

How far can humanity's pursuit of profit drive such cruelty? The grim reality lurking beneath the breeding industry seems to provide a partial answer to this unsettling question. 

Although the chief perpetrator of the Yangpyeong dog massacre case is currently serving the maximum sentence allowed by law, he has recently appealed his conviction, demonstrating a startling lack of remorse.

CARE is actively collecting petitions, calling for the maximum sentence for the 32 breeders involved in this terrible crime. We aim to ensure they face the full force of justice, deserving sentences equivalent to the primary offender. We denounce their actions of exploiting animals in horrendous conditions for profit and then discarding them, fully aware that horrible death is the likely outcome - a blatant manifestation of the most severe form of animal cruelty.
