국내 최초로 개 산책을 금지하는 아파트가 나타났습니다 > 동물 뉴스

이 아파트 규약에 의하면 공용 계단, 공용 복도, 어린이놀이터 등 아파트 전체 공용 공간 및 시설에서 반려동물의 입장, 산책, 노출, 대기 등이 금지됩니다. 규약은 맹견이 아닌 개들에게까지 입마개 착용을 강요하고, 고온의 날씨에도 털이 빠지지 않게 옷을 입도록 하고 있습니다. 또 독성물질인 유박비료, 쥐약 등을 공용 공간에 놓을 수 있다는 내용도 포함하고 있습니다.

규약 중 산책불가 등의 내용은 얼마 전 안내판으로 제작되어 아파트에 세워졌습니다.

규약은 반려견의 개 물림 사고와 대소변에 대한 민원을 해결하기 위해 만들어졌다고 합니다. 실제로 이 아파트에서는 개물림사고가 한번도 없었고, 배변을 치우지 않는 상황도 거의 없었습니다(개똥 보다는 바닥에 담배꽁초나 쓰레기가 더 많다는 의견도 있습니다).

얼마 전, 길고양이 밥을 주면 벌금을 물리려던 아파트가 있었고, 반려견 성대수술을 권고한 아파트도 있었습니다.

다른 사회도 그렇지만 우리 사회에는 다양한 혐오가 존재합니다. 정치이념, 이주자, 성적 지향 등을 이유로 한 혐오가 그 예입니다. 인간들로만 구성되어 있던 공동체에 고양이와 개가 들어옴으로써 ‘인간 아님’도 혐오의 이유가 될 가능성이 생겼고 실제로 그렇게 상황이 전개되고 있습니다.

코로나나 불황 등 사회적 위기 상황에서 불안한 마음이 특정 집단에 대한 혐오로 나타나기 쉽다는 것은 잘 알려진 사실입니다. 오늘날 미디어의 발달은 혐오표현이 공유될 좋은 환경을 이루고 있고 아파트 단지 같은 집단 상황은 혐오가 차별로 나아갈 최적의 공간입니다.

다른 차별이 그러하듯 혐오에 기반한 차별도 비도덕적입니다. 반려동물은 사회의 한 구성원으로서 존중되어야 하고 그들의 기본적 편익은 보장되어야 합니다. 동물을 좋아하고 싫어하고는 각자의 취향입니다. 그러나 동물을 싫어한다고 해서 인간과 정주지를 공유하는 동물을 핍박할 권한은 없습니다. 그들이 인간 종이 아니라는 이유로 산책조차 하지 못하고 밥도 못 먹고 성대수술을 당해야 하는 것은 참으로 부당합니다.

또한, 생존에 필수적인 공기를 평생 들이마시면서 아무런 사례도 하지 않는 사람들이 동물로 인한 사소한 불이익에 대해서는 거품을 물고 있는 꼴은 이기심과 어리석음의 끝판왕이기도 합니다.

농장과 실험실에는 혐오의 대상조차 되지 못하는 많은 동물들이 있습니다. 케어의 기본 사명은 이들을 가시화하는 것입니다. 그러나 인간과 같이 살아가는 개와 고양이가 핍박받는 것도 좌시하지 않을 것입니다. 언론을 불러오고 법률적 지원을 하고 지적질을 하고 망신을 줄 것입니다.

For the first time in this country, a residential complex has implemented a prohibition on walking dogs. The newly established regulations for this apartment complex explicitly forbid pets from entering, walking, being exposed to, or waiting in common areas and facilities such as public staircases, hallways, and playgrounds. Furthermore, these rules enforce the use of muzzles for all dogs, irrespective of breed aggression, and impose the requirement of garments to preclude shedding, even in sweltering temperatures. The regulations also permit the placement of hazardous materials, including oilcake fertilizers and rodenticides, in public spaces. These stipulations have been recently incorporated into a signboard and erected within the complex.

The rationale behind these regulations ostensibly lies in addressing grievances related to dog bite incidents and pet excrement. However, this particular complex has not experienced any dog bite incidents, and occurrences of unattended waste have been exceedingly rare.

Not long ago, there was an apartment complex that attempted to fine people for feeding stray cats, and another that recommended debarking surgery for companion dogs. Our society harbors various forms of hatred. It appears that the scope of our hatred is continually expanding, now even encompassing non-human animals.

Discrimination rooted in hatred is inherently immoral. Companion animals should be respected as members of society, and their basic welfare should be ensured. Liking or disliking animals is a matter of personal preference. However, disliking animals does not grant anyone the right to persecute animals that share living spaces with humans. It is truly unjust for animals to be denied walks, food, or subjected to debarking surgeries simply because they are not members of our species.
